Generally: I mean anywhere on the Internet, using any web hosting,
not on a web server hosted and maintained by an institution.

Specifically: some web hosting services are using "cloud computing", 
like Google or Amazon.

A good option would be to find a solid web hosting service that offer basic 
functionnalities (like PHP and MySQL) without any quotas: some are costing no 
more than $2 per month for a 10 years contract. 

A better option would be to find a similar hosting service with modern 
programming support, like Python (here I'm showing my preference). Some of 
those services are free; Google App offer such a service, but not it does not 
offer enough hosting space. This option could be combined with some other 
hosting service(s) without quotas.

There's certainly other options, and I will find more information; I will be 
in a web conference for the next 3 days, so I expect to learn more about 
hosting solutions.
