A good friend of mine is a gifted DSP programmer and I remember having asked him years ago if he could make what you describe. He probably could, but it's not easy, will take many hours to develop and the potential user base is very small. Have you checked if there are any (Sony) patents that could pose problems ? Great idea though (same for a software Dolby A/SR decoder, which isn't avaialble AFAIK).
