Novell NetWare itself is most definitely client-server, even the early
versions - AFAIK 2.xx (I had 2.15c upstairs I think) could run either as a
dedicated server or in the background of DOS.  The stuff that ships with DR-DOS
is Personal NetWare, a peer-to-peer system much like that found in Windows -
only, better (I would say that though - not only do I find SMB networking too
much hassle (samba anyone) I run a group of NetWare/PNW networks with no
trouble).
