Well, I didn't mean the word 'law' in the more common usage.  There
are all sorts of fundamental principles that guide the actions of all
agencies in *our* government.  They are part of the common charter of
all our agencies, rather than 'laws' per se.  I just can't remember
what they are called, at the moment.  As an example, one of these
'fundamental principles' is that *no* federal agency shall be
instrumental in making any species of life on this planet extinct.  I
don't think you'll find it in any law books, but it is something all
agencies have to adhere to anyway.

Anyway, I believe these 'fundamental principles' can be created by
simply an 'Executive Order' from the white house, or an act of
congress.  But, they're not laws in the sense that they are created to
be adhered to by the private sector.  They're more or less designed to
stop beaurocratic oppression on the masses.

So, they could make an Executive Order saying that no federal agency
shall be instrumental in making any type of OS extinct, or
something (within reason, of course <g>).

I imagine it would take an actual formal law if they wanted to extend
this policy to companies who get federal contracts, etc., for
example.  That's not exactly what I really had in mind, because that
would create a different type of oppression.  I'd settle for just
federal and state government agencies.  Then, when policies like these
are made, you'd be surprised how many private entities follow
voluntarily.
