Check out perl.org to get started.
The DOS port of Perl should run any Perl script. That's one
of the features of the language: it's cross-platform. Of
course if they wanted to someone could write a doohickey
that only makes sense in the context of a particular OS;
but it's not as if running DOS will relegate you to an
obscure corner of Perldom.
If time is a constraint, you could always just download the
package and follow one of the gazillion free tutorials when
you have a few spare moments.
