Put your cable modem interface and a network card in the survPC and it can route TCP/IP traffic from the network to the cable modem. You'll need a high-end 386 with 8 meg RAM. A small hard drive is nice, although it is possible to boot all the necessary software from a single floppy. Initially, you'll want a keyboard & vdu to set things up, but once it's going you can remove them.
