Hmm, that is strange.  I just checked my machine with PCDOS.  It allowed me
to change the date back to 1999, and then to 2000 again with no problem.  I
used the standard DATE command.  My PCDOS says version 7.0 Revision 1, which
is what shipped in my PCDOS 2000 package.
