Your police van example sounds like a "typical cop solution" which was
purchased based on "low bidder" criteria. I'll bet the person who wrote
the specifications was probably a cop rather than knowledgeable embedded
systems hardware technician. I suppose some sort of comment about
"getting what you pay for" could be dropped into here too...

Having sold technology to law enforcement and public safety for the past
twenty years, I have seen more good ideas screwed up by the cops not
having a clue as to the implications of installing technology into a
"beat cops" vehicle...
