   To answer the questions in reverse order: To set an
S-register to a value, simply put Sn=xxx in an AT type command
to the modem, where 'n' is the number of the S-register and
'xxx' is the value to which it should be set. That was the easy
bit! As for what the S-registers are, well - they are just a
number of different parameters that can be set up inside the
modem to control different things. There are lots of them,
depending on the exact type of modem, and the best place to look
for an accurate list is in your modem's manual.
