Dear Floyd,
Unless you have an exceptional modem, all my experience
indicates that you have to set the values every time you cycle the
power to the modem.
This is the purpose of "modem setup string"s in most dialing
software. It's to send a string of modem commands before dialling,
to set all these registers, and such.
Usually, the format for the string is: AT S3&1V9X8S12&3
(made-up string)
