No, the cultural problem that all this Windows hoo-ha speaks of
is a very old one: our technology is usually beyond the "average
Joe's" intellectual capacity. (Also his moral ability, but that's
another issue.)

No, we have failed them by allowing a very poor tool (Windows) to
be foisted on them that they are in no way ready or able to use.
