There were certainly some communication-type programs
for data-logging and such, using the IEEE-488 bus
connector.  But I don't recall any general purpose
coms programs for the PET.

Of course, such programs exist for the Commodore 64
and you may find that one of these can be adapted
to run on the PET.  In many respects the PET and
the 64 work the same, so you could be lucky.

At one stage, I had a huge amount of documentation
on the PET, but it all got dumped when I switched
to IBM compatibles.  Sorry I can't be more help.
