Mail/News/FTP is clearly a sequential affair, thus your second
condition is not necessarily determinant:

The crucial - and missing - link is the 'fast "Lynx dump" style HTML
viewer' (at the same time this should be an HTTP downloader, which
would be capable follow refresh/redirection tags).
All the rest ist there, once you have the one and only DOSPPP loaded,
it's more or less a matter of arranging some batches to do this or that.
Thus I do mail, get URLs, do FTP all on the same dial-up run with this
old '286 DOS box.
