Assuming your internet cafe allows access (and they shouldn't) you delete
everything in C:\WINDOWS\Temporary Internet Files\Content.IE5, this is from
a win98 machine. Also, there are folders that will appear only in the tree
view, you ought to delete those too for really cleaning it up. These
folders do not appear as contents of the above path and are oddly named,
they also are hidden in DOS, yet their attributes are not set as hidden in
the properties dialogs, nor does resetting the attributes in DOS help.
In trying to protect ignorant users from themselves, M$ has also made
effective control over the system more difficult. This is what comes of
addressing the masses, it seems.
