Grummble, it's been a year since I studied this stuff and the details are foggy
anyway, security in a public access situation is very good when done right,
it's over the net, via scripts and virii planted in user downloads that
it's got lousy security.
it's filesystem is not well protected from executables on the system.
As far as kiddies getting in via the workstation, it's superb.  you can
force the desktop display, what apps are allowed to be used and which
aren't, different displays and rules for different logins, etc.  It's quite
good that way.
A sadistic sysadmin could completely control his flock of w98 workstations
from his home roost on the sysadmin account.
alternatively, your start menu and color and display preferences can be set
to follow you around from terminal to terminal, wherever you login.
So long as users log off when done, it's pretty good.  The bad security is
when people who don't know what they are doing try to set it up.
