No you can't.  Most cybercafes here use either Windows 95 or Windows 98.
As stated in my post, the systems are set up in such a way so that the
users are not permitted access to the operating system.  You cannot
access the control panel.  When you click on the start menu you cannot
access programs.  You cannot access Windows Explorer because it is a
program.  Of course you cannot access the MS-DOS prompt either. :-(
