I had a similar experience with my 1983 Toyota truck once (didn't use the
cruise control again afterward): I was driving home on Interstate 84 and
set my cruise speed. As the interstate traffic became heavier I tapped
the brake (which normally releases it) and nothing happened! Fortunately
that vehicle had a manual transmission and I was able to move off onto
the shoulder, with clutch in, and killed the engine. Didn't crash, though!

In this case it was a mechanical problem, a sticking dashpot that held a
rod or plunger out keeping the throttle speed high... i freed it manually,
sprayed it with whatever I had (WD40 I think) and left it alone after that.

I'm a little concerned with my "new" car (1993 Escort) that, among other
things, must "relearn" the engine's idle characteristics after doing any
kind of work involving disconnecting the battery...
