It's easier than that.  Go to start menu button--->settings--->control panel
in control panel select "add/remove programs" and double click it.
there will come a list of some if not all (rarely is all) of your installed
applications.  Scroll down seeking your Internet Explorer, it will likel be
present.  If it is, highlight it with a click of your mouse then click the
"add/remove" button near the lower right corner.
when it is done it will tell you and you can close the applet and control
panel.
If you wish you can use regedit's find tool to seek out any references to
an uninstalled program and remove them from your registry.  just be sure it
is a about the correct application or you otherwise know for a certainty
you want to lose it.  You can find yourself reinstalling if you delete the
wrong things.  Those who are particular and careful might enjoy it,i do.
