Missed this question. You use dialup networking installed from the
networking applet in control panel. That is also where you set your
interface settings such as domain suffixes, ip addresses, and other TCP/IP
issues to allow you to establish a dialup networking connection with the
host isp.
The isp will usually supply these settings and often supplies files that
will put these in for you.
You activate the dialler from "my computer" in dial up connections where
you save the telepone information and login stuff.
