One reason could be that palmtops (the keyboarded variety) often lack function
keys -- so Ctrl-X/C/V for clipboard functions, Ctrl-O/S/P for file/print etc.
work well on your generic device while Fx may be harder to transplant.  That's
also why CUA tends towards Shift and Ctrl as modifiers; some machines lack Alt
or have Meta or whatever.
