A number of "dumb terminals" do not use standard IBM PC clone
keyboards.  This is also true of Macintoshes, many UNIX-based
workstations, and other non-IBM PC computers.

And then there's everyone that types in Russian, or Chinese, or other
non-roman character languages.

That said, I think that there are advantages to using some of the same
keyboard shortcuts for certain tasks that other programs use.  Greater
similarities between programs can only help productivity.  At least,
where similarity makes sense to have.
