I have found that in the case of two machines having some kind of
crappy WinModem and having Windows 95 installed I could get the
modem to work with all my DOS communications programs after first
booting to Windows and then selecting
START > SHUT DOWN > RESTART IN MS-DOS MODE.
The modem would not work in native DOS mode and it would not work
from within a Windows "DOS-box".  It would work only from within a
"restarted in MS-DOS mode".  Try it.  It might work for you that way.
