Linux (even BasicLinux) is able to accept logins from any of its serial ports. Just run a null-modem cable from one of the serial ports on the Linux computer to a DOS computer running telix, boyan, telemate, commo, etc. Assign usernames/passwords on the Linux computer and create menus (using bash scripts) which can be executed automatically. It would even be possible to run some of the original DOS software on the Linux computer using DOSemu. I'm sure that Linux is able to do everything you want; however, it is not a plug-and-play solution (unless you find that someone has already done a BBS simulation on Linux -- which is certainly a possibility). You'll probably have to learn a bit about Linux and bash scripting and do quite a bit of tinkering.
