Why not?  You can click on any executable in a file browser to run it.
Outlook Express even pops up a message 'Are you sure you want to run this
program?' when I click on an executable attachment.

That executable file has the extension .com -- it's not a double-extension
like .com.vbs or .com.exe.  It looks like the HURLs one sees everywhere.
You overestimate the awareness of a lot of users.
