That dialog box has been implemented since the first version, 4.0, I think.
There were loopholes to skip that dialog (some using an IFRAME in HTML,
which was patched in IE4.01; latest that I can recall was supplying an
incorrect MIME type, so you have a .EXE identified as image/jpeg and it
opened it according to your preference for image/jpegs).  Those were in the
underlying browser though, and the IE6 patches haven't yet addressed any
Outlook Express issues, that I can recall.
