My experiences with Netscape v4.08 and Opera v3.62 on a W31
system are identical to what you are describing.  I have the
impression the basic engine for each browser is the determining
factor and not what 'version' is being used nor what OS.

If sizes are not specified for graphics images within the
HTML Netscape will 'redraw' the same display as many as
three times here before it finishes.  Meanwhile the system
is 'dead' and cannot even detect the mouse. :-\
