Thanks for your perspective, Hakan. In this part of the U.S., we only 
have to place our footings and water lines a meter deep to avoid 
problems.

You're right, I was really thinking about the heaters for the fuel 
system in a car, as I live in a city and park on the street where 
running an extension cord across the sidewalk to the car could be 
dangerous for pedestrians (and result in many stolen extension 
cords). Not only that, but my goal for this car is to find ways to 
minimize my impact on the earth while still being able (in a city 
with very poor, unreliable public transportation) to travel quickly 
to help my parents (who are in their 80s and live about 12 km away).
