They said because Homeland Security wanted to concentrate on only evacuating people, so would not allow anyone in to bring food, water and medical supplies except the military. I also heard a whole fleet of school buses was lined up 20 miles away ready to evacuate people, but Homeland Security wouldn't let them come in for 2 days because there weren't enough National Guard to put 1 on each bus. (They were busy in Iraq.)
