I disagree, obviously, because I was the one, who requested to include
it as core package.

DEBUG is a very flexible tool. It can read/write the MBR or binary
files. And it is scriptable. So, one can share a small script by mail to
another user, he can type it in and have a new .COM or .SYS file.

If the user has no access to the network and FDD is not working, but he
managed to install SvarDOS from the ISO, how shall he put DEBUG to his
computer?

So, DEBUG is very helpful in a support case!
