and how is backing this "IT guy" his argument? Out of a feeling?

I am pretty sure that MS will one day support SVG. They repeatedly 
stated that SVG is an accepted web standard that they are looking 
into implementing.

The question is when?

This really depends on the application. If you are not dealing with 
large amounts of graphics, if it is just for UI, I would rather go 
with an Ajax toolkit like dojo or others out there.

If you need a lot of graphics (CAD, mapping) and want to deliver for 
IE, flash or Java might be a good option.

no, they won't release ASV source code.

Well, if they can install Flash, they can also install other 
browsers, can't they. Opera on Windows is slightly larger than the 
Flash and ASV plugin and contains the better browser. Firefox is also 
gaining grounds rapidly, even in a lot of corporations and certainly 
in many european countries. In Germany as an example, Firefox could 
soon end up as the most popular browser. Its already in the 30% 
range. Using alternative browsers also gives them extra security.
