I usually use the scripting debugger with Apache Batik (Squiggle), one could also use the debuggers with Mozilla. However, this doesn't help you for ASV3.
I remember that some people used Microsofts scripting debugger succesfully with ASV3, but I don't remember how they did it. I really wouldn't recommend developing for ASV3 only. ASV3 isn't very strict and you are more likely not to detect any SVG or scripting errors simply because ASV3 doesn't report them. SVG's future isn't with ASV3, but with all the native browser's SVG support and other viewers, like Batik. And the new viewers are fortunately stricter than ASV3.
