Andreas replied: yes, that should be possible. That's the intention. But it will be a while until you'll see implementations of the vector effects. Also, if SVG viewer developer implement the vector effects they will come across limitations or complex issues that might result in changes of the spec. So the whole things isn't yet finished and it will take a while until it will be finished. Good! I was hoping that's what was intended.
