I wonder how I can detect with Javascript whether a browser

You can test this :
document.implementation.hasFeature("
http://www.w3.org/TR/SVG11/feature#SVG-animation";, "1.1")
It returns true if the user-agent (browser) has the feature.
It only test the SMIL capability *in SVG*.
