Colour me as uncertain, too, why the existing fora for publishing articles wouldn't work, and even more unconvinced that CPAN would be a good article-publishing media. There are some limited cases of authors storing their Perl-related articles in CPAN, but those are rare. Especially weak I do find the argument about CPAN's/Perl's module naming being "especially well suited" for article publishing, sorry...
