ikev2: drop ROLE parameter to v2_process_ts_request_create_child(), return
bool
Passert the message is a request. Elimiate redundant checks for
role==ORIGINAL_RESPONDER
(renamed from ikev2_resp_accept_child_ts())
(creating a child as a side effect is pretty messy)
