ikev1: simplify close_and_encrypt_v1_message()
- drop state parameter
- drop iv_in parameter
make caller explicitly responsible for keeping .st_v1_iv and
.st_v1_new_iv in sync
Note:
ikev1 pbs_out logger can be null !?! #1939
IKEv1 encrypts INVALID_ID_INFORMATION with wrong IV #1930
