connections: add/use extract_yn_p("iptfs-fragmentation")
warns when iptfs=false but value is given, stops weird
quirks such as:
iptfs=no; fragmentation=no => iptfs: no; fragmentation: yes
(there's a UI principal here; flipping iptfs shouldn't
change the value of options that depend on it).
