ike-session-resume: encrypt/decrypt ticket
use AES_GCM.
Per:
#1949 refresh the IKE_SESSION_RESUME encryption key
the key is not yet refreshed; however, ignoring FIPS,
it should be good for 2^32 states which would set a record
uptime
close #1940 double encrypt the resume payload
