@John. I am not sure if you'd call it is a bug in FF or cPanel. FF must be sending different header or referrer data which Cpanel is interpreting differently. If you don't have any joy with a Google search in finding a cPanel fix, I'd suggest adopting a different hotlink protection strategy. (seems other also are having this issue with flash + ff + cpanel hotlink, but I did not see a fix in the 5min I spent looking at it)
