* "Free" or "Unregistered" dialup
* Situations where you know your customer.

Anybody using "free" dialups must cope with certain restrictions,

But you said "'Free' or 'Unregistered' dialup". Someone earlier
mentioned DSL/cable connections. Are those what you'd consider
'unregistered'? I'd agree with the free ones--you can offer

I would put DSL/cable in the "know your customer" category. The issues that concerned Econophone (and thus initiated this discussion) were related to "unregistered" dialup. Although "unregistered" usually is not totally correct, since many "free" dialups require carrier preselection...

what you want. However, I certainly wouldn't pay a cent to a provider

Does Switzerland have the equivalent of a 'Common Carrier' law? Would
filtering make you liable to start being aware of other types
of traffic? Think of certain Vaudoise she-judges...

"Common Carrier" in the sense that someone is obliged to offer certain types of connectivity: No, not for Internet (some issues with Swisscom and Voice [Grundversorgungsauftrag] do not concern Data traffic, although this may change with the upcoming revision of telecommunication law [Fernmeldegesetz]).
