Another problem we have today: people do not know when to post on the user mailing-list and when to post on the dev mailing-list.

An issue on Github is more or less the equivalent of a forum and can be used as such (with the added bonus that we can tag issues). For the other discussions, they probably belong to the user mailing-list.
