+1 The Github team themselves use Github Issues for everything too. It's conducive to discussions, prototypes, design iterations, RFC's etc and I think it would be a good move to use it as the primary source of development interaction. The mailing list is nice, but as others have said, it's sometimes hard for people to know when to post to this list or to the user list, and often a lot of the messages are not appropriate for the list.
