New issue 4115 by [email protected]: Move old assumptions from Basic to Expr

Old assumptions are built on Basic but generally only used on Exprs. This imbues all Basics with magical properties like `is_zero` and `is_positive`, even if those objects are Sets or Matrices for which these properties do not have meaning.

What needs to happen for Basic to no longer inherit from with_metaclass(ManagedProperties)? Is there anything that would fundamentally break as a result of this decision?
