Yes, google seems to be blocking some downloads: http://blogoscoped.com/archive/2008-10-14-n65.html I am not a lawyer but I think it is legal for you to provide sympy for download. You are not providing a service, Google is (marketing, for example), so they should obey export restrictions. (It would be interesting to know if Wolfram Alpha has implemented similar restrictions.) There is for example an explicit export restriction in Maxima's license (which is included in Sage), yet they provide downloads everywhere from their sourceforge.net page.
