But they might be preparing to use Firefox on more than one machine, or
preparing to use Firefox on desktop and Android. I think the idea is to make
Firefox Account setup part of a firstrun experience. And it is optional.
Just FYI, I've pinged Asa and see what he wants here for Sync MVP.

There are several good reasons to pop a sync promo on first run after
install. First, this could be the user's second Firefox install. If we
prompt on first run, then they can dismiss the sign up for the sign in
and they're golden. Second, most users will upgrade their
desktop/notebook every few years and having set up Sync, they can much
more easily maintain their profile across the device upgrade. Third, it
prepares them for an Android Firefox. Forth, it'll help Metro where we
don't have any other shared profile mechanism to bridge desktop and
Metro on Windows 8. Finally, if we believe in this feature set and the
promise of features to come, and I certainly do, then we should be
aggressive about helping users connect.
I'm sure I'm leaving off a couple of reasons but I feel like we've got
good support for promotion on first run.
That being said, I'm in no hurry to add to the MVP and I don't worry
that missing this feature for a bit longer will be a problem for my
users. So, I'm OK with leaving it for a follow-up release. I'm imagining
that the work involved here isn't much -- we'll need to pop the promo if
the user clicks on any of our in-product Sync offers so having it
auto-run on first run doesn't seem like a major addition.
If we're stressing the M in MVP, and I think we are, then this can
certainly wait a release or three.
