I think the idea is to make Firefox Account setup part of a
firstrun experience. And it is optional.

There's also the argument that if we think there's value in having an account 
-- and I assume we do -- we should encourage users to set one up (or log in and 
reap the benefits).

Piling on here, there's huge value in a Firefox Account which lets us have a relationship with our customers. Even if that customer doesn't want to use Sync (yet) and might not intend to use multiple devices.
