No, it is quite possible to discover path MTU while transmitting UDP
datagrams.  It's just not well supported in many existing libraries and
systems.

Or if I'm wrong, what's missing from the ICMP packet returned by the router
where MTU was discovered to keep it from being used for UDP?

(Okay, this is a side issue for syslog-sec, except insofar as a
misunderstanding could lead to the rejection of a transport protocol for
the new protocol.)
