T-Mobile has been sending out messages to prepaid users around the country
when they've activated 850 roaming in their area. Already know people that
have used it in LA and several other states.

That's no longer true. 850 and 1900 roaming is now open to all T-Mobile
users regardless whether they are pre or post paid!
