I can confirm that my Nokia 3595 and 6010 are roaming on Cingular in
the Northern VA area.  I'm not sure how it is done but in some areas
when I select Cingular manually it successfully connects but in the
same area the next day the same phone reports "no system access."  I'm
not sure how it figures that out--maybe they're not finished with
deployment here.  At my home, where T-Mobile only works upstairs, the
phone always reads CINGULAR on the display.

More interestingly, though, is that t-zones and SMS short-codes like
#999# work while on the CINGULAR network.  Likewise, 611 goes to
T-Mobile and not to Cingular.

I might just dump my Cingular prepaid phone with this development.
I didn't get the SMS message announcing roaming, yet, so maybe it's
not officially ready here and this would explain the random "no system
access" messages here and there.
