An activation kit is just an activation code that you enter when you first register the phone. If you get a pre-activated SIM from eBay it's already been registered so you don't need an activation code. The only possible thing that you may have to deal with on a pre- activated SIM is that the number assigned to the service may be in an area code that you do not want. In that case all you have to do is call customer care and ask for them to assign a number for you in the area that you wish.
